O R D E R
A demand was raised by certain Unions of Board’s Employees that interim relief as sanctioned to Central Government Employees should be sanctioned to the employees of the Board also. Other Unions, covering the majority of the employees and who has constituted a co-ordination committee for themselves, put up the demand that a new formula governing the payment of Dearness Allowance should be evolved linking it to variations in the cost of living index.
Based on the decision arrived at in the meeting finally arranged by Government on 15-7-1971 which was accepted by the Unions, the Board hereby sanctions an adhoc payment of Rs.16/- P.M. to all the full-time employees of the Board drawing a basic pay upto and inclusive of Rs.1250/- p.m. with effect from 1-1-1971. The adhoc payment is not an interim relief.
It will not be reckoned as pay or Dearness Allowance and it will not be taken into account for determining any other allowances that may be admissible on the basis of pay. It will not also count for purposes of pension.
The adhoc increase will be admissible during leave, joining time and periods of suspension and will be calculated in the same way as Dearness Allowance on such occasions. This payment will be shown as “adhoc relief” in the pay bills.

I am to invite a reference to this office letter cited addressed to the General Secretary, K.S.E. Board Executive Employees’ Union with copy to you and to inform you that the request of that Union for payment of House Rent Allowance at the rate of Rs.10/- p.m. for the period from 1-1-1966 to 14-12-1966 was not accepted on the basis that none of the ministerial employees was authorized to draw House Rent Allowance at the above rate during the period mentioned above. Hence it is obvious that the decision on the demand of the Employees’ Union should be in conformity with the reply already given to the Executive Employees’ Union. The matter may please be disposed of on this basis.
In this connection, it may be noted that employees except those whose pay including D.P. was below Rs.90/- p.m. will not be entitled to House Rent Allowance for the period from 1-10-1965 to 31-12-65. Employees whose pay including D.P. was below Rs.90/- p.m. will continue to get Rs.7/- as House Rent Allowance vide Board Order No.L.Dis.27787/65 dated 8-12-65 during the period 1/10/1965 to 31-12-1965.

Establishment – Revision of Scale of pay of Senior Superintendents, Superintendent (Accounts), Confidential Assistant and Divisional Accountants – Orders issued.

In the Board Order read above, orders were issued revising the pay scales of officers in the ministerial branch, on the basis of the recommendations made by the One Man Commission appointed to decide the question of revision of pay scales of Ministerial Officers in the Board’s service. The revised scale of pay fixed for Senior Superintendents/Superintendent (Accounts)/ Divisional Accountants/Confidential Assistant in the above Board Order was Rs.350-25-650 as against Rs.500-25-650 recommended by the Commission, for the reasons stated therein.
The Kerala State Electricity Board Ministerial Officers’ Association, the Kerala State Electricity Board Divisional Accountants’ Association and the Kerala State Electricity Board Secretariat Staff Association have been representing against this decision of the Board and demanding acceptance of the same scale of pay as recommended by the Commission, without any modification. Thereupon discussions were held on this issue and on the basis of these discussions the matter was referred to a Sub Committee of the Industrial Relations Committee. This Sub Committee could not make a unanimous recommendation. The Industrial Relations Committee which met on 2-3-1970 resolved to refer the issue to the then Minister for Industries and Labour for his decision. After considering the various aspects involved in the issue and after hearing the parties to the dispute, the Minister recommended, in his letter dated 1st August 1970 addressed to the Convenor of the Industrial Relations Committee, the fixation of the scale of pay as Rs.425-25-650 for the above mentioned categories of officers. The Industrial Relations Committee at its meeting held on 19-9-1970 considered this recommendation and resolved to accept the decision of the Minister for Industries and Labour in this regard.
The Board having considered the whole matter and the above mentioned resolution of the Industrial Relations Committee meeting held on 19-9-1970, hereby orders that the scale of pay of Senior Superintendents/Superintendent(Accounts)/Divisional Accountants/Confidential Assistant will be fixed as Rs.425-25-650 with effect from 1-1-1966.
The Board Order No.A.IV-21371/66 dated 1-6-1968 read above will stand modified to this extent.
